Option to not display "Suppress from discovery" checkbox

    Description

      Not all implementers wish to use Agreements to drive discovery, and would therefore like to not display the "Suppress from discovery" checkbox when editing/displaying data

      Because "Suppress from discovery" can apply at many different levels it makes sense to control display of each separately.

      Introduce new settings:

      • "Display `suppress from discovery` on Agreement Lines"
      • "Display `suppress from discovery` on Package Content Items"

      We do not yet display the `suppress from discovery` options on Title Instances or Platform Title Instances, but in the future we will want controls for these as well.
      These controls will allow the implementers to choose at which levels they allow users to set the suppress from discovery flag
