Edit Agreement Line pane - display empty accordion text

    Description

      When editing an agreement line which has no coverage or PO line the empty accordions should contain the text:

      "No PO lines for this agreement line"
      "No coverage for this agreement line"

      as show in the mockup below:

      Instead, neither message is display and the text "Default coverage" displayed, as shown in the screenshot below:
