Reference environments broken: incomplete release process edge-patron mod-patron

The reference environments daily builds are broken today for folio-snapshot-load/1202 and folio-testing/1209.

The reason seems to be that release processes for edge-patron mod-patron were only partially done:
edge-patron has 4.7.0 release but its POM in mainline branch is still 4.7.0-SNAPSHOT
mod-patron has 5.1.0 release but its POM in mainline branch is still 5.1.0-SNAPSHOT

So the build system cannot find the next module snapshot versions.

I do see open PRs there, but do not understand why they are not merged.

(The folio-snapshot build was okay because it was done just prior to these releases.)
