edge-dematic snapshot version in mainline POM needs to be higher than branch release version

The release process of edge-dematic has again caused failures for the reference environments. See today broken build for folio-snapshot/1246.

Error pulling image folioci/edge-dematic:1.4.0 - 404 Client Error: Not Found
"manifest for folioci/edge-dematic:1.4.0 not found:

Note the lack of the "-SNAPSHOT.XX" suffix (e.g. edge-caiasoft-1.2.0-SNAPSHOT.15)

This is due to the "release procedures" not being followed.

The same thing happened on 2021-06-17 – please refer to the Slack discussion in #hosted-reference-envs channel, and FOLIO-3209.

As noted in the edge-dematic/pull/24 from that occasion:
"The Snapshot version (in mainline) needs to be higher than last release in order for hosted reference environments to build."

All reference environments are broken until the POM version in mainline is incremented.
