Project Setup: edge-caiasoft

Overview:
Setup edge-caiasoft project in the github repository
Follow instructions defined in Create a new FOLIO module and do initial setup

Acceptance Criteria:

• The edge-caiasoft project is created
• Boilerplate files (README, NEWS, PULL_REQUEST_TEMPLATE, LICENSE, Dockerfile, CONTRIBUTING, Jenkinsfile, pom.xml, etc.) have been created
• The maven pom.xml has been updated to run spring-base application (see for info https://issues.folio.org/browse/EDGDEMATIC-5)
• Standard directories have been created (src, descriptors, raml, etc.)
