    Description

      CRUD permissions screens need to display two types of lists:

      • list of all mutable (admin-defined) permission sets to populate to middle pane (things like Cataloger, Librarian, generally things that represent roles or other grouping of permissions)
      • list of immutable (module-defined) sets and, temporarily at least, basic/atomic permissions (leaves) to populate the drop-downs when grouping them into the sets above
