mod-perms: implement permission loading interface

    Description

      Implement the new permission loading interface (see OKAPI-268 for details) along with the support for new structure for ModuleDescriptors (things like permission sets and routingEntries by interface)

      All permissions and permissions sets loaded through this interfaces must be marked as immutable.
