Request level filters not showing correct record counts

Overview: Request level filters displaying incorrect number of records for both item and title
Steps to Reproduce:

1. Log into Lotus bug fest
2. Open Requests app
3. Select Item filter from Request level section
4. Observe number of results returned

Expected Results: ~60,000 requests (the record count being off is expected, but it seems to be capping off at 1000, which is not.)
Actual Results: 1,000 results

Steps to Reproduce:

1. Log into Lotus bug fest
2. Open Requests app
3. Select Title filter from Request level section
4. Observe number of results returned

Expected Results: Number of requests not capped at 135
Actual Results: 135 - the same number of requests have been shown for multiple days in a row now
