circulation-storage failing to migrate from pre-lotus snapshot to v14.0.0 (Lotus)

Overview:

In PTF, we have 3 tenants at snapshot version (mod-circulation-storage-13.2.0-SNAPSHOT.267)

 https://github.com/folio-org/mod-circulation-storage/commit/6d6c36c9a3a61f08948842d83f905c55a9fef790 and trying to migrate to v14.0.0

Steps to Reproduce:

Enable a module by making a POST /install call

500 Internal Server error in response

 In the okapi log, seeing the error

Expected Results:

mod-circulation-storage should upgrade to v14.0.0

Actual Results:

500 Internal Server Error

KAFKA_HOST and KAFKA_PORT are added to the mod-circulation-storage configuration but it does not help.
