Can't edit patron notice policy with "Aged to lost" loan notices

Overview:
When user tries to edit an existing patron notice policy that contains "Aged to lost" loan notices, the server returns an error saying that the policy violates validation rules. This validation was implemented in scope of CIRCSTORE-158, and it allows timing settings for "Due date" notices only.

Steps to Reproduce:

• Log into Snapshot emvironment as diku_admin
• Create a new patron notice policy, add a loan notice with triggering event "Aged to lost" to it
• Save the policy
• Edit the policy by adding any other notice to it
• Click "Save" button

Expected Results:
Patron notice policy is successfully saved.
Actual Results:
An error popup is shown. Patron notice policy is not saved.

Additional Information:
The same corrected validation should also be applied when a new policy is created, not just for editing an existing policy.
