User with Check Out: All permissions cannot override

1. As a user with Check Out: All permissions on bugfest
2. Check out an item to a user that will trigger a non-circulating loan policy
3. Click override and fill out the override modal with date, time and comment
4. Click save & close

Expected: item is checked out to patron

Actual: item is not checked out. Error: Access requires permission: circulation.rules.overdue-fine-policy.get

Notes

• was having issues with calendar, so couldn't test to see if this occurs with an item that should circulate when a user has Check Out: All permissions.
• error does not occur with an item that circulates when a user has Check Out: Check out circulating items permissions.
