Create fee/fine action when overdue fine is charged

      Description

      Currently, when overdue fine is charged the only object being created is Account.
      Similarly to manual fees/fines, FeeFineAction should be created in addition to Account.

      Note: FeeFineActions represent a history of fee/fine events.
