Circulation rules editor allows non-existent policy names to be entered

      Description

      This needs to be fixed in Q1 2020, when UXPROD-109 (Charge automated overdue fines) is implemented!

      The circulation rules editor allows non-existent policy names to be entered even if a drop down list of values is displayed. This leads to unexpected results in circulation transactions. The result of saving the non-existent policy names varies with the policy type.

      A non-existent loan policy results in an error message at checkout, "loan policy cannot be found". A non-existent request policy caused the new request screen to freeze. No error message is displayed. I was not able to test notices.

      The user stories for the circ rule editor state that the policy name is chosen from the displayed drop down list. This needs to be enforced to avoid problems in applying the rules.
