      Description

      Overview: Can not check-out an item if overdue fine policy in circulation rules has no intervalId set for neither Overdue fine nor Overdue recall fine.

      Steps to reproduce:

      1. Go to Settings -> Circulation -> Overdue fine policies;
      2. Leave Overdue/Overdue recall fine as it is by default;
      3. Create the policy;
      4. Activate the policy in circulation rules;
      5. Attempt to check an item out.

      Expected: Item has been checked out successfully, since the Overdue/Overdue recall fine are not required fields.
      Actual: Check-out of an item is rejected with IllegalArgumentException during constructing OverdueFineInterval, see:

      Should be fixed by https://github.com/folio-org/mod-circulation/pull/484.

      Additional information 2:
      We've modified overdue-fine-policy manually, so you should not see the issue, however it can be reproduced by changing overdue-policy in circulation rules to a policy, created through UI.
