Error trying to move request when I have "Requests: All permissions" permission

    Description

      Steps to repro:

      1. Log into folio-snapshot as diku_admin
      2. Create a new user and give them only Requests: All permission
      3. Log out and log in as newly created user
      4. Find a request you can move to another item in the same instance
      5. Select an item to move it to

      Expected: Should move without error

      Actual: Error: Access requires permission: circulation-storage.request-batch.item.post
