Provide effective copy number for requests and loans

This is a spin off from CIRC-544 which made effective call number prefix, call number and suffix available to circulation. The remaining data element that needs to be made available to circulation is effective copy number.

Acceptance criteria: Effective copy number is available for display in requests and loans.

NOTE:

• Circulation apps don't care to display effective call number type so we don't need to make that available
• Fee/Fines isn't controlled by circ so this wont cover what is needed there.
