Check ins that don't change request status are generating notices

      Description

      Steps to repro:

      1. Log into folio (I saw this in Chalmers and haven't had the chance to test elsewhere)
      2. Set up a user with your email
      3. Set up a patron notice policy which with a request notice with Triggering event = Available, real time = yes
      4. Set that policy up to be called by circ rules
      5. As the user with your email, place a request on an item that will get the notice policy
      6. Check the item in at the service point that is the desired pickup service point for the request
      7. You should get an email (this is correct)
      8. Now check the item in again at that same service point

      Expected: You should not get another email because the item's status is not changing

      Actual: You seem to get an email every time the item is checked in
