Circulation rules editor: rules with campus

Purpose: Make circulation rules with campus attributes (UICIRC-283) effective.

Scenarios

1. Scenario
   • Given a circulation rule with an campus attribute W pointing to loan policy A, a fallback policy pointing to loan policy B, and no other rules, and an item whose location is under campus W
   • When the item is checked out to the patron
   • Then create a loan with loan policy A
2. Scenario
   • Given a circulation rule with a campus attribute W, a material type X, a loan type Y and a patron group Z, pointing to loan policy A, and a circulation rules with item type X, loan type Y, and patron group Z, pointing to loan policy B, and an item with material type X, loan type Y, and whose location is under campus W, and a patron with patron group Z
   • When the item is checked out to the patron
   • Then create a loan with loan policy A
