      Description

      Purpose: Make the selection of an institution in the circulation rules effective.

      Scenarios

      1. Scenario
        • Given a circulation rule with an institution attribute W pointing to loan policy A and notice policy C, a fallback policy pointing to loan policy B and notice policy D, and no other rules, and an item whose location is under institution W
        • When the item is checked out to a patron
        • Then create a loan with loan policy A and send notices according to policy C
      2. Scenario
        • Given a circulation rule with an institution attribute W, a material type X, a loan type Y and a patron group Z, pointing to loan policy A, and a circulation rules with item type X, loan type Y, and patron group Z, pointing to loan policy B and notice policy D, and an item with material type X, loan type Y, and whose location is under institution W, and a patron with patron group Z
