Technical Notes

Tags are defined using a common structure and the convention of using the tags property name: https://github.com/folio-org/mod-users-bl/blob/1f124ecd0bd0ae8c8694ba55317669e026db74f9/ramls/userdata.json#L161
These need passing through on all request related operations to storage. It may be that will happen automatically, though the tests need updating to demonstrate this
