Implement Closed Library Due Date Management support in due date calculations - For Renewals

    Description

      Purpose: Leverage Closed Library Due Date Management calculations in support of renewals for rolling loans. Closed library due date management logic is described in:
      UICHKOUT-451
      UICHKOUT-455
      UICIRC-64

      While renewals have already been implemented in FOLIO, the existing functionality does not attempt to determine an open/closed status for the service point on the calculated due date or use the logic in UICHKOUT-451 (and other stories above) to determine an appropriate due date based on the Closed library due date management settings configured in the loan policy.
