BE: Closed overdue fines are not included in bundled notices

Purpose: Any overdue fine charges that are closed (i.e. balance = 0.00), should not be included in the notice.

Scenarios:

1. Scenario:

• Given: I have configured a patron notice policy with the Triggering events = "Overdue fine, returned" and/or "Overdue fine, renewed" + Send = After + I have multiple overdue fines,
• When: I have closed one of those overdue fines (i.e. balance = 0.00) BEFORE the notice is scheduled to be sent,
• Then: That overdue fine should not be included in the bundled notice.

2. Scenario: 

• Given: I have configured a patron notice policy with the Triggering events = "Overdue fine, returned" and/or "Overdue fine, renewed" + Send = After + I have only 1 overdue fine,
• When: I have closed that fine (i.e. balance = 0.00) BEFORE the notice is scheduled to be sent,
• Then: That fee/fine should not be included in the bundled notice, meaning that the scheduled notice is removed.
