TLR: Unable to recall items with status In process, In transit, On order (Nolana)

Overview: Unable to recall items with status In process, In transit, On order when TLR is enabled

Steps to Reproduce:
An instance where all items have status In process.
page-and-recall-policy # Inventory - Actions-menu.

1. + New request
2. Request type: Recall

*repeat steps 1-3 with items with In transit status, then with items with On order status

Expected result:
To be able to place a recall request.

Actual result:
Get a message "Request not allowed - Request has no loan or recallable item"
