TLR: Missing patron notices (MG)

Overview: When placing a title level request, patron notices are not being triggered for statuses Awaiting pickup and Hold shelf expiration
Steps to Reproduce:

Awaiting pickup

1. Log into snapshot or Nolana bugfest
2. Create a title level hold request 
3. Add an item to the holding (of the instance) of the TLR
4. Check in that Item so the item status changes to Open - Awaiting pickup

Hold shelf expiration

1. Log into snapshot or Nolana bugfest
2. Create a title level hold request with a short hold expiration time (e.g. 10 mins for that service point)
3. Add an item to the holding (of the instance) of the TLR
4. Check the item in
5. Allow the request time to move to item status Closed - pickup expired

 Expected Results: Notices are sent
Actual Results: Notices are not sent
Additional Information: These triggers do work for item level requests. This is also found in MG.
