Rolling due date loan policy with fixed due date schedule(due date limit) fails when the schedule range begins after the checkout date

Overview:
Steps to Reproduce:

1. Log into MG bugfest as user with checkout privileges
2. Find or create a rolling loan policy with a fixed due date schedule with a start date greater than the due date that would be assigned by the rolling date
3. In Checkout enter a patron/item that will trigger the loan policy

Expected Results: Loan is assigned the due date of the rolling policy
Actual Results: An error message is displayed: loan date falls outside of the date ranges in the loan policy
