Cannot Move Requests Between Items (Queue Position Conflict)

Overview:
When moving a request between items, the request being moved should be moved to the bottom of the request queue of the new item. In Bugfest, when moving a request (no TLR), the user is presented with an error "Cannot have more than one request with the same position in the queue"

Steps to Reproduce:

1. Log into FOLIO Bugfest: https://bugfest-lotus.int.aws.folio.org/requests/view/6c8a80f3-7f9a-4895-b4bf-15e517cb09a4?filters=requestStatus.Open%20-%20Not%20yet%20filled&query=COD3
2. Attempt to move that request to item with barcode COD2 (you will have to change from recall to hold)

Expected Results:

Request is moved to new item and placed at the bottom of that item's queue.

Actual Results:

Receive the following error: "Cannot have more than one request with the same position in the queue" (see attached screenshot)

Additional Information:

This is a significant regression and will need to be fixed ASAP. Unable to reproduce in Snapshot at the moment.
