"closed-filled" requests have "Request expiration" notices sent

Overview:

Patrons who have checked out items they placed requests for (requests are closed filled) are receiving request expiration notices.

Steps to Reproduce:

I'm not sure how to reproduce this, but on kiwi bugfest I see two examples:

Item barcode 083538024:  Status changed to Closed - Filled on 3/28/22, Request Expiration notice sent on 3/30/22.  - See screen print attached.

Item barcode A20146323e: Status changed to Closed - Filled on 3/28/22 (2x), Request Expiration notice sent on 3/30/22

I don't think it happens for every filled request.

Lotus Bufest - we think it is occurring on lotus bugfest. The first two tests are sort of artificial because the expiration of the hold is 'today'...but the email does get sent after the item is checked out and the request is closed. The third test I created has the request expiration set to tomorrow. Initially I wasn't sure how to re-create it. I 'think' it happens when the hold expiration is set when the hold is created. We should know more about #3 on 4/14/22.
