TLR notices do not get logged in Circ Log

Overview:

I created a TLR, then cancelled it. These request activities were successfully documented in the Circ Log. 
What isn't logged, are the notices that are sent according to Settings >> Circulation >> Title Level Requests >> Notice templates.

Steps to Reproduce:

1. Log into Lotus Bugfest.
2. Update Settings >> Circulation >> Title Level Requests >> Notice templates accordingly, so that there is a template populated in each dropdown.
3. Set up a title level request. Then cancel it.

Expected Results:

Along with the request activities (Lotus_TLRActivityInCircLog), I expect the notice to also appear as a log (for example: Lotus_ExampleOfNoticeLog)

Actual Results:

No notice gets logged.

HOWEVER: There are some messages appearing in the filter "Send" (not "Send error) that would fit the time I tested TLR (Lotus_PossibleTLRNoticeCircLogs). Can't confirm, coz there's no user or item barcode.
