Recall Request Not Triggering Recall Requested Action on Loan in Bugfest

Overview:

When creating a recall request in bugfest, the existing loan is not being recalled (no "recall requested" action or due date change).

Steps to Reproduce:

1. Log in to Lotus Bugfest with a user that has permission to check out items and create requests
2. Loan an item that can be recalled by another user (eg. barcode COD3)
3. Create a recall request for that item

Expected Results:

Item should be recalled and all actions triggered by the recall request (eg. notices, due date change, etc.) occur according to circulation policies.

Actual Results:

Recall confirmation receipt is sent, but loan is not recalled and no other loan related actions are taken.

Additional Information:

I'm unable to replicate this in snapshot. It could be environmental, and related to the other strange behavior we're seeing with Requests in bugfest.
