Patron notice policy with Active = No, still sends out notices

Overview:

I forgot to tick the Active box in my notice policy... but the notice was still sent out.
Happens in Lotus BugFest, was able to reproduce in Snapshot.

Steps to Reproduce:

1. Log into Snapshot
2. Do the necessary to send yourself a check out notice (ask Julie if necessary) + DO NOT tick the Active box in the notice policy.
3. Check out your item.

Expected Results:

No notice is sent.

Actual Results:

A notice is sent (as documented in the circ log).

Additional Information:

_ This also happens in Kiwi; can unfortunately not check in Juniper (https://folio-juniper.dev.folio.org/ won't let me save service point opening hours... arrgh); so I don't know if this is regression.

_ This isn't related to a particular test case; I will create a test accordingly.
