Scheduled Notices Sent After Loan Marked Claimed Returned

Overview:
Scheduled notices are being sent after a loan has been marked claimed returned. The claimed returned status is supposed to suspend notices.
Steps to Reproduce:

1. Log folio - Juniper
2. Create a notice policy with loan notices with a frequency of 'once' (see attached example)
3. Create a loan using this policy
4. Immediately mark the loan claimed returned

Expected Results: No notices are sent
Actual Results: Notices are sent
Additional Information: University of Chicago is in production on Juniper HF 4+
The same problem was reported in Circ-1051 in December 2020 and resolved in January 2021
