Loan is null when LOAN_DUE_DATE_CHANGED event

Overview:

ERROR EventPublisher Failed to publish LOAN_DUE_DATE_CHANGED event: loan is null appears in server logs if Page request on item is created. Also LOAN_DUE_DATE_CHANGED should be present in Circulation log.

Steps to Reproduce:

1. Find in Inventory any available item and copy barcode.
2. Go to the Requests -> Actions -> New -> Enter item barcode, requester barcode, pickup service point and Save & close.
3. Go to Circulation log -> filter Loan -> Changed due date
4. Find record about item

Expected Results:

In Circulation log Changed due date event should be present and no ERROR in server log.

Actual Results:

Record in Circulation log is absent, ERROR is present in server logs.
