Do not allow patrons that are "expired" or "inactive" to renew items (either themselves or via staff interface)

Overview:  Currently renewals are being allowed for "expired" and "inactive" patrons.  This is a short-term solution to the issue.  UXPROD-3104 is the long term solution.  For now, we want the renewal request made by the patron via the OPAC to fail, and for the RENEW options in Loan History (aka Open Loans) and Loan Details to be deactivated if the patron has a status of "expired" and "inactive".   This ticket deals with the back-end work to keep a patron from renewing items themselves.

Changes:  If patron is "expired" or "inactive" do not allow self-renewal of any loaned items and do not allow staff members to renew any loans for the patron.
