Description

Overview: Closed loans that are set to in setting to anonymize are not anonymizing
Steps to Reproduce:

Log into folio
ensure settings in circulation -loan history is set to anonymize on some timeline - 1 hour
check out and item
check-in an item
wait the hour and recheck

Expected Results: the close loan is not showing on the patron record in the closed loan
Actual Results: the loan is showing
Interested parties: dhowell
