Calculate time zone for truncated due date

Overview:
Steps to Reproduce:

1. Configure a loan policy with "Keep the current due date and time" closed library due date management.
2. Create user/update the existing with expiration date.
3. Choose another time zone (for instance America/New York).
4. Check out an item and see the difference between patron expiration date and due date after truncating (CIRC-886)

Expected Results:

The same date and time.
Actual Results:

The expiration date is calculated taking into account the time zone but for the due date calculation doesn't work (please see attachment).
