Purpose: Allow requests on Restricted items as mentioned in ~~UIREQ-393~~

Scenario
- Given an item with the item status Restricted
- When the items barcode is entered in the New Request form
- Then display Item status as Restricted
Scenario
- Given an item with the item status Restricted in the New Request form
- When the user clicks Save and Close on the request form
- Then:
  - Do save the request

Notes:

Modeled after similar behavior when adding a request on an item being Checked out
