      Description

      Purpose: An adjustment to an automatic fee/fine is made when the policy is written to "remove" a fee or fine upon return of an item or similar circumstance. Those adjustments are either a cancellation or a refund. If it was fully paid, it will be refunded. If it's fully outstanding, then it will be cancelled. If it was partially paid, then it will be partially refunded for the same amount and the remaining balance is cancelled. Aged to lost notices introduced the first time we have an action (pay, transfer, waive, error or refund) happening automatically and not through the manual fee/fine interface.
