Moved recalls not sending notices when due date doesn't change

Overview:
Steps to Reproduce:
Given Item A is Checked out AND has no recalls registered on the loan
When a recall is moved to Item A (anywhere in the queue)
Then the patron notice triggering event "Item recalled" should trigger a notice because the additional recall is the first recall registered on the loan even if the due date doesn't change

Expected Results:
Recall notice should be sent
Actual Results:
Recall notice is sent only if due date was changed
