Styling of patron notices should support better line spacing

It seems like the template for patron notices only supports (or interprets) hard returns (paragraphs), see attached file of a patron notices. It's always a new paragraph between lines (gives looong line spacing) and It makes the notices very hard to style and are not so readable as we wish.

We would like:
1. The editor plug in to support soft returns <br> as well as hard returns <p>
2. The editor plug in to offer a code view/editing for better possibilities to style the notices.
