Need to be able to delete unused tags

    Description

      Tags is a very good tool that we really appreciate, especially in the ERM-related apps. But in order to use them as a semi-controlled vocabulary to filter by, we must also be able to delete tags made with typos, and other old or inaccurate tags. To be able to search by tags and to add suitable ones we need to be able to delete misspelled or unused ones.

      It should not be possible to delete tags that are connected to a record of any kind.
