After login by a user with min rights, an error is displayed on the page

Preconditions: Minimum permissions assigned: eHoldings: Can edit providers, packages, titles detail records and Tags: All permissions

Steps to Reproduce:

1. Log into some https://bugfest-mg-aqa.int.aws.folio.org environment as min permissions.

Expected Results: successful login
Actual Results: error page is displayed -> Error Unable to grant access to the eholdings app. Please contact your FOLIO system administrator to grant access.
