Time when the loans anonymise changed

Overview:

Typically in FOLIO test environements, loans anonymise once an hour (as explained here: https://wiki.folio.org/pages/viewpage.action?pageId=65114748

On Thursday, 24 March, I noticed that the time was :15 of each hour. Fine!

On Friday, 25 March, I noticed that this had changed to :00 of each hour.

Not the end of the world - but why did the time change? I understood this to be a setting that would be set once by "hosting" and there's no need to change that unless the business asks it to be changed. 

What is important to me is: When customers set this setting once, then it should not change. --> Did someone of FOLIO make that change during Bugfest?
