"Change password" screen doesn't show in the user's "Profile" section

Overview:
Steps to Reproduce:
1. Make sure your user has the permission
"Settings (My profile): Can change your local password" (along with some other common functional permissions.)

2.Click on the down arrow next to the desk name to display "My profile" actions.

3.Click on change password

Expected Results:
You will see the Change password screen
Actual Results:
"Change password" screen doesn't show.
Additional Information:
It shows after reloading page in the browser
